据《时报》10月27日报道，2011年，新电力绿洲发展公司与缅甸政府签署上巴路桥水电站项目建设、运营与转让（BOT）合同，但2013年由于资金问题，该项目被暂停。近日，在缅甸政府的帮助下，通过缅甸国有银行贷款，该项目将重启。该项目缅甸政府占40%股权。该公司表示项目建设将与一家公司联合进行，耗资约520亿缅币，预计每年发电1.34亿千瓦时，将向缅甸政府售电，电价尚未明确。&& 缅甸电力需求年增长率为13%，高于经济增长率。缅电力部官员表示，缅甸需要建更多水电站以满足需求，水电在旱季发电减少，因此火电和燃气电站是必要补充。&
