FX168财经报社(香港)讯 据海外外汇行业专业媒体LeapRate周一(4月10日)报道称，俄罗斯央行已经将第8张监管牌照授予给该国一家零售外汇经纪业务商——PSB-Forex。PSB-Forex是俄罗斯商业银行Promsvyazbank银行新建的零售外汇经纪子公司。Promsvyazbank在俄罗斯最大银行中的资产排位为第11名，价值1.2万亿卢布。
Promsvyazbank和七个其他领先的俄罗斯金融机构在2016年最初申请牌照时遭到俄罗斯央行拒绝，当时未给出原因。但随后，这些市场领先者均逐一获得牌照。
正如此前所说，这标志着俄罗斯央行第8张外汇牌照落户。近期最新颁发的牌照上个月落户于InstaForex子公司Fix Trade，去年11月将牌照颁发给Alpari。
其他5监管牌照分别颁发给Forex Club，俄罗斯银行巨头VTB以及VTB外汇子公司VTB 24 Forex，FINAM Forex，TeleTrade和TrustForex。

　　金融界美股讯：一年前，油价暴跌导致卢布出现螺旋式下跌，不断创下历史新低，储户迫不及待地想取出现金。当时，俄罗斯最大的银行联邦银行（Sbernk）动用了惊人数量的现金，才最终度过了它称之为“黑色12月”的挤兑危机――在一周之内支付了重达300吨、价值1.3万亿卢布（约合208亿）的现金。回忆起掌管这家国有银行8年历史中最严峻的时刻，该银行首席执行官赫尔曼-格列夫（Herman Gref）说道：“当时我们能做的只有放松和祈祷。”
　　俄罗斯联邦储蓄银行的雄厚财力确保了它的生存，政府也很快推出了一项总额9000亿卢布的计划，来挽救其他大型银行。但规模较小的银行就没有这么幸运了。2015年，俄罗斯监管机构将关闭或接管创纪录数量的银行机构。
　　美国和欧洲的制裁基本切断了俄罗斯银行的国际融资来源，而且随着俄罗斯经济衰退进入第二年，其前景也令人担心，于是俄罗斯银行家们不敢再发放新的。对俄罗斯政府来说，这是一个很大的问题，因为他们正依靠国内投资来恢复增长。更糟的是，明年的经济预计将再度萎缩，穆迪投资者服务公司（Moody’s Inestors Service）预计，该国银行业不良贷款率将达到2009年危机时的高峰水平。俄罗斯表示，将继续清理状况不佳的银行。
　　莫斯科商业世界银行（MDM Bank）的董事长奥列格-夫于金（Oleg Vyugin）表示：“我们现在陷入了全面的停滞。”该银行是俄罗斯前30大银行之一。“来自优质借款人的贷款需求非常有限，因为他们仍不确定未来能否获得收入。资不抵债的借款人会乐意获得贷款，但银行不准备贷款给他们。”
　　大型出口企业、俄罗斯宝石加工商Kristall的经营者马克西姆-斯卡多夫（Maxim Shkadov）说，卢布暴跌让他们以美元计算的当地成本大幅下降。（自2014年油价下滑以来，卢布汇率已跌去一半。）“我们拿到贷款没有任何问题，因为银行有充足的现金，却无法找到投放之处。”但钻石的市场需求疲软，所以他正在偿还而非增加债务。
　　利润主要以卢布形式体现的国内商家则表示，高利率阻止了他们的借贷扩张（一年期贷款利率高达15%或以上）。在俄罗斯禁止销售欧盟乳制品以报复其制裁后，俄罗斯奶酪批发商PIR发现它的竞争对手大部分都消失了。然而，该公司的高管表示，PIR承受不起贷款扩张的代价。该公司副总裁帕维尔-伯则考（Pavel Bozh）说：“甚至连像样的增长都不能提。”公司的贷款利息已经“严重削弱了我们的营业利润，以至于我们想得更多的是避免损失，而非考虑盈利问题。”
　　私营银行也很谨慎。“我们将更加关注借款人的质量，”莫斯科阿尔法银行（Alfa Bank）首席执行官阿列克谢-马雷（Alexey Marey）说。这家俄罗斯第二大私营银行已削减了针对中小型企业的贷款，也没有制定扩大市场份额的计划。
　　2015年以来，俄罗斯央行几乎以每周两家的速度在关闭银行，关闭数量约占银行总数的9%。监管机构说，还有更多的银行将被关闭。俄罗斯第11大银行Promsvyazbank的负责人阿提姆-肯斯坦蒂安（Artem Konstandian）表示：“央行称，取消银行牌照这样的事件很快就不会那么频繁。最终我们会看到这一天，但我也不认为这会很快实现。”不良贷款率已从2015年年初的11.5%提高到14%，并且还在不断上升。2015年迄今，银行的贷款损失拨备已达9610亿卢布。俄罗斯联邦储蓄银行正为那些开户银行破产的企业提供一个特殊方案：来该银行开户的新企业客户可以仅支付1卢布的费用――而不是通常的2200卢布，享受3个月的正常银行业务服务。该优惠的有效期截止到2016年年底。
