ID 主键查询法的 ID 前置处理
ID = 3位MCC + 3位MNC + 5位LAC/TAC + 9位CI，不足位数前补0。 = 460-000-522，2G GSM / 3G UMTS。 = 460-011-667，4G LTE。
CDMA ID = 3位MCC + 5位SID + 5位NID + 5位BID，不足位数前补0。
通过 ID 主键查询: 2G / 3G / 4G
