海关联盟介绍（）
2007年10月6日成立海关联盟，成员国为：白俄罗斯、哈萨克斯坦和俄罗斯。海关联盟理事会是国家元首和政府首脑间组成的最高水平的权利机构。
海关联盟成员国家：亚美尼亚和吉尔吉斯，俄罗斯、白俄罗斯、哈萨克斯坦。
在欧亚经济联盟（原海关联盟）Eurasian Economic Union - EAEU (former Customs Union).市场上销售的产品必须遵守海关联盟技术法规（CU-TR）。
&海关联盟主要海关法规：2009年11月27日,俄罗斯、白俄罗斯和哈萨克斯坦三国元首共同签署了包括《海关同盟海关法典》在内的9个文件。俄罗斯已新修订的《关税同盟海关法典》取代原来的《海关法典》。《关税同盟海关法典》的有关规定基本符合《WTO海关估价协议》的要求。
海关联盟技术法规认证证书，俄文：технических регламентов Таможенного союза сертификатов соответствия/ деклараций о соответствии,简称：TP&TC.英文：Technical Regulations of the Customs Union conformity Certificates / Declarations of Conformity（简称TR CU认证或者CU-TR认证），因为认证标志是EAC mark，所以也叫EAC认证。

技术法规证书适用范围：海关联盟成员国家包括俄罗斯、白俄罗斯、哈萨克斯坦、亚美尼亚、吉尔吉斯坦等。
海关联盟技术法规合格证书/ Technical Regulations of the Customs Union conformity Certificates&简称CU-TR Certificate）是通关和产品销售必须的证书，该证书是一个最低的产品质量要求，是证明产品已经符合海关联盟政府规定的产品技术法规的要求，确认是安全的，允许在海关联盟境内自由销售和流通。
认证机构：由海关联盟政府授权的第三方认证中心实施和签发证书。
产品检测：由海关联盟政府授权的第三方测试实验室执行。
证书的监管和查询：证书统一由海关联盟政府寄存器进行注册登记查询，在海关和政府部门都可以实施监管查询网址：http://188.254.71.82/rss_ts_pub/
证书申请者：必须是海关联盟境内的法人公司。

认证程序和步骤
一）&咨询&　　&
　　您可以以电话、传真、电子邮件等任一方式，向我们提出初步的申请意向(如：哪几类产品、申请何种认证、具体的型号及规格、产品样本及描述等)。&　　&
（二）&评审&
　　我们将根据您所提供的大致情况，向你建议最佳的认证方案,提出测试前的文件及图纸等资料要求，并初步估算相关的费用。同时，我们会向您提供《申请书》、等文件以备填写。&　
（三）&申请&　
　　请您将签字盖章的《申请书》、返回我司，并按要求准备相关的资料；&　　我们将在收到上述的文件及资料后，正式受理申请并确立项目号，同时拟定《认证合同》以明确相互的责任及义务，一式两份）。
（四）&签约
　　请您将签字盖章的上述《合同》返回我司,并按《合同》条款支付相关费用；&　　&
　　我们将在收到签字盖章的《合同》和有关付款凭证后，指定项目工程师负责此项目，并选择与合适的实验室和工程师联系。
（五）&技术支持（可选择）&　　&
　　应您的要求，我们的项目工程师会向您讲解与您的产品相关的标准及安全要求；安排摸底测试和结构预检；将中文资料译成英文等。上述技术支持的费用水平将根据具体的工作量来确定。&　
（六）&送检准备&　
　　我们的项目工程师会及时反馈同认证机构的联系的进展情况，并通知您测试或重复测试的样品要求和确切费用，以及认证机构要求签署的一系列文件（如认证机构的申请表、结构参数表、跟踪服务协议等）。　　&
　　请您按要求准备好样品、文件资料、测试费用，并送交我们的项目工程师。&
（七）&送检
　　我们的项目工程师会将您提供的样品、资料、费用一并提交到相应的认证机构或实验室，并及时地跟踪认证项目的进展情况、反馈测试信息，直至该项目结束。&
（八）&重复测试&　　&
　　如果测试出现不合格项，您可以进行样品整改，再次送样，重复测试；也可以取消项目，在成熟时再提出申请。　　&
　　我们的工程师将给出整改意见，并协助您进行样品整改。&
（九）&首次工厂检查或发证前检验&　　&
　　项目开始后，会有认证机构或其指定的检验机构来您工厂进行首次工厂检查或发证前检验（CE认证除外），以考察工厂的测试和生产过程是否符合要求。通过该项检查检查，也是您取得授权或证书的必要条件。　　&
　　我们的项目工程师可以协助您进行有关的准备工作。&
（十）&后续服务(可选择)&　　&
　　在认证结束以后，我们可以根据您的不同的要求提供一系列的年度服务：更换修改页、申请变更等。

Compliance to Customs Union Technical Regulations (later TR CU&s) is required when placing products on the markets in Eurasian Economic Union - EAEU (former Customs Union).
Delivered equipment and related documentation shall fulfill requirements of all applicable TR CU`s and also requirements stated in the national laws in country of destination.
The certificate of the Custom Union (TR CU Certificate) allows the distribution of goods within the Customs Union without restriction. The negotiated accepted standards of the Certificate enable a streamlined process to take place. These certificates are valid within the Custom Union countries which are Belarus, Kazakhstan and Russia. They have general rules for the minimum product quality, required documents, and are in full force within the territory of any of these three countries. SEC our is a certification body that has the required accreditation allowing us to issue these certificates. With this certification, your products represent higher quality that may lead to an increase in prices and more opportunities.
How to execute the TR CU certificate
The Custom Union certificate of conformity is executed in accordance to the established common list of goods. It contains the requirements that must be followed clearly.
So, if the product is on this list, its quality must be confirmed. Currently, if a product is included on the Uniform list, it must be labeled with a mark by the manufacturer. This is a mark that is common to the Customs Union. What is the benefit of a Customs Union Certificate?
Without a doubt the streamlining of required documents to market products within the Customs Union is a distinct advantage. However, without proof of a standard quality, these products automatically pass into lower price categories and may lose an opportunity of premium brand development. The purpose of the Custom Union was to create a consistency in quality so as to reduce the circulation of defective goods.

A common form of certificate is applied within the territory of the Custom Union. It should contain the following information:
