佛山江门5县区明起可办外国人出入境证件

　　南方日报讯 （记者/洪奕宜 通讯员/袁卫
曾祥龙）为进一步便利外籍人员就近办理出入境签证证件，经公安部批准和省公安厅考核验收同意，佛山市南海区和江门市台山市、开平市、鹤山市、恩平市5个县级公安机关7月1日起直接受理和签发外国人签证证件。该5个县区成为我省首批可直接受理和签发外国人签证证件的试点县区。
　　佛山作为广东第三大商业城市，其发达的制造业吸引了众多来自世界各地外国人来佛山经商、访问、投资和就业，这些外国商人希望能就近办理出入境证件。据统计，2014年，在佛山南海区停居留需要办理外国人的签证证件数量占佛山市签发外国人签证证件总量的30.1%，在佛山5个区中排第一。
　　江门是我国著名的侨乡，当地外国人以探亲、养老以及寄养儿童这三种类型的外籍华人为主。这些人员大多分布在距离市区近百公里的地方。按照之前规定，外籍人员需要前往市区出入境管理部门办理出入境证件，花费的时间和经济成本较高，迫切希望就近申办证件。据统计，江门台山市、开平市、鹤山市、恩平市占江门市签发总量的65.2%。
　　此前，外国人办理签证证件须向我省地市级以上或省政府授予地级市权限的公安机关出入境管理部门提出申请。日开始实施的《出境入境管理法》规定：公安部可以委托县级以上地方政府公安机关出入境管理机构受理外国人入境、停留居留申请。
　　省公安厅积极向公安部反映我省县区外国人情况，争取外国人签证证件受理签发权限下放至县区的这一便利政策。2014年底，佛山市南海区和江门市台山市、开平市、鹤山市、恩平市5个县级公安机关出入境管理部门均获得公安部出入境管理局批复同意办理外国人签证证件。5个县区公安局高度重视，充实办理外国人签证证件的专职警力，设置专门窗口，开展业务培训，积极开展相关筹备工作。6月初，省公安厅出入境管理局对5个县区公安机关出入境管理部门检查验收合格后，同意5个县区公安机关出入境管理部门自7月1日起正式办理外国人签证证件。
　　据介绍，自日起，在上述5县区停居留的外籍人员可申请以下证件：签证的延期、换发、补发；停留证件的签发、换发、补发；居留证件的签发、延期、换发、补发。申请人可向上述5县区公安机关出入境管理部门咨询了解相关政策及申办手续。
